administration's use of human drone strikes. >> reporter: lawmakers get their chance to grill the president's pick to run the nation's top spy agency. it comes in the middle of a growing controversy over u.s. drone strikes targeting terror suspects overseas. brennan helped manage the drone program. >> there were many cases we're talking about hardened terrorists but we do need to have a different approach when an american citizen is involved. >> reporter: now the white house is letting lawmakers look at classified information explaining the legal justification for using strikes targeting american terror suspects. lawmakers on both sides of the aisle are raising concerns about the program. brennan is also expected to face tough questions about his time as a c.i.a.

executive during the bush administration and what he knew about enhances interrogation techniques. >> he's going to face questions from democrats about his prior role in detention and rendition policies. >> reporter: brennan has said he was aware of the program, but did not play a role in its creation, execution or oversight. today's hearing could decide whether or not brennan becomes the next c.i.a. director. danielle nottingham, cbs news, capitol hill. there were less than 50 drone strikes during the bush administration. under president obama, the have reportedly been more than 360. the vote on chuck hagel's nomination to be secretary of defense has been postponed. the senate armed services committee put it off after republicans demanded more information on speeches hagel made. plus, who paid him for the speeches. there's also been this concern over hagel's performance during the question and answer sessions at his confirmation

hearing. closed hearings resume today in the chandra levy murder case. her convicted killer ingmar guandique was brought from an alabama prison back to washington, d.c. to attend the closed door hearing. he was convicted in 2010 and sentenced to 60 years in prison. we've learned that the hearings stem from some sort of problem with a witness who helped send ingmar guandique to prison. the judge in the case is refusing to release details of the hearings citing safety concerns. right now an annapolis woman is behind bars and charged with killing her 2-year- old daughter. 25-year-old chelsea booth has been arrested. authorities say that she killed the child earlier this week and disposed of the body. someone tipped off investigators after they noticed that the child was missing for several days. authorities also charged the woman with first degree child

abuse. so far police have not filed charges against the driver involved in a deadly hit- and-run accident overnight. 40-year-old uberry brown was struck adle killed. police say -- struck and killed. police say the victim was walking in the middle of crane highway. the driver stopped at a nearby gas station. medics rushed brown to the hospital. unfortunately he died. an explosion at a lorton, virginia sandwich shop was intentional. that's according to fairfax county investigators. the blast happened yesterday and the williamsburg square shopping center on richmond highway. the store owner is in the hospital with serious burns. so far investigators do not have a suspect or a motive in this case. police have a man in custody for a smash and grab that occurred at a jeweler store. an officer spotted the getaway truck as the robbers drove off

from colonial jewelers on tuesday in frederick. police say they found alonso meadows of fairfax driving the truck yesterday morning. authorities are still trying to identify two other suspects no arrests so far in monday's heist at the zales store in pentagon city. a manhunt is under way across southern california for a former los angeles police officer suspected of shooting several officers overnight. he's also a suspect in a double murder that happened earlier this week. edward lawrence has the latest information from riverside, california. >> reporter: police officers in nine southern california counties are on high alert. they consider themselves possible targets of a former los angeles police officer suspected in two overnight shootings. one police officer was shot and killed in riverside an hour east of los angeles while another was seriously injured. >> our officers were stopped at an intersection at a red light when they were ambushed.

>> reporter: investigators say the suspect is former lapd officer and navy reservist christopher dorner who posted an online manifesto threatening police officials and their families. investigators have been out here all morning collecting evidence, even at the crime scene. police are here with their rifles at the ready. police say dorner also shot at to officers in the city of corona this morning. the officers were on special assignment to provide security for police officials who were mentioned in dorner's manifesto. the officers were following dorner in their patrol car when they say he got out of his pickup truck and opened fire with a rifle. >> the officers took cover, returned fire, both officers. one of our officers was grazed. >> reporter: dorner is also suspected of shooting and killing a basketball coach and her fiance in a parking garage on sunday night. the father of coach monica quan represented dorner in front of a disciplinary board before he was dismissed from the lapd for making false statements. what's believed to be dorner's

a trip in a canoe off the coast of hawaii turned into a whale watching excursion by surprise. a humpback whale came out of nowhere and nearly capsized the canoe that carried to people. the couple from arizona was not injured and they say the whale didn't appear to be injured as it swam away. an amazing robotic reproduction of the human body is now on display at london's science museum. robotics experts have built what they've dubbed a million dollar bionic man deplete with artificial organs, synthetic blood, and robotic limbs. he's 6'6" and he was put together during the momently titled documentary "how to build a bionic man." his synthetic blood that we mentioned can bind and give off oxygen just like the real

down on the more than 100,000 dogs that are lost or dumped in the u.k. every year. >> reporter: judy maguire has a tight grip on her west highland terrier. >> she's pretty g. she stays by -- pretty good. she stays by. >> reporter: but if she did run off, there's a good chance her owner would find her because she has a microchip inside her. lawmakers in england are now requiring all dogs to be fitted with a chip that's coded with their owner's details. >> i want this to have a positive impact. there are 110,000 dogs get lost every year or get dumped. only about half of them get back to their original owners. >> reporter: the mandate goes into effect in three years. owners who don't comply could be slapped with an $800 fine. many animal shelters in england will put the chip in for free. it's tiny, just the size of a grain of rice, and it's placed between the dog's shoulder blades. a scanner reads the chip to find the dog's owner.

but animal welfare officials warn those details must be kept up to date or the chip is worthless. >> as people move and don't remind the database they've moved, it's not going to work. >> reporter: 60% of britain's eight million dogs already have microchips. >> if anything happens, you have some chance of finding him again. >> reporter: it's a painless procedure that kind up being a dog's best friend. cbs news, london. >> lawmakers in england say that the chips will remain optional for cats because they're not out in public as often as dogs. there are an estimated 130 million dogs and cats here in the united states. about 5% have microchips. did you microchip your dog? >> we got him from a shelter. their policy is to microchip the animal so yes, my dog is microchipped. i'm glad. she has a little jack russell terrier inner and could be

impulsive. if she gets away, it could save the day for us. this storm, i'm concerned about it. >>it's going to give us a glancing blow. spots north and east of us, it's going to be crippling in some areas across the northeast and new england. let's show you what's happening on this cloudy and chilly thursday afternoon with temperatures struggling. they're not going to move much more than where they are now. 39, perhaps 40 for the high. by 9:00, we'll have a few showers showing up, especially from southern areas and 38 degrees. but cold enough where we could get a little sleet, a little snow to mix in at the onset. generally, though, it shouldn't be too big a deal in the metro. let me show you what's happening today. satellite and radar, we're picking up a few echoes but nothing is reaching the ground here. what's reaching the ground is the stuff in michigan and also well to our south. and these temperatures, it's just not a comfortable day to be outside with the clouds. only 34 in frederick and gaithersburg and hagerstown. milder south. we've got low 40s at tappahannock, up toward culpeper. pax river naval air station

sitting at 39 degrees at this hour. only 34 in winchester. just a cloudy, cold, dark february day. feels like 34, the 38 does thanks to a southeast winders at 5 miles an hour and the -- winds at 5 miles an hour and the humidity currently at 55%. rain develops tonight. could be some mixing at the onset. any chance for any problems would be north of town toward the maryland-pennsylvania border and out toward i-81 where the cold could linger a little bit longer. this is going to be an epic storm, epic storm for new england. you can see to pieces of it. one up here. look at all this energy. big comma shape on the radar coming to southern alabama. this is going to hit the coast and turn north. it's really going to develop into one big storm after it takes the energy from the storm coming in the midwest. but it's going to happen a little too far north and east for us to really get hammered. let me show you the futurecast with the clouds, the rain south of us by 5:30. we'll take you toward midnight. richmond south looking at the

rain. look, some snow in the lower parts of i-81 coming toward harrisonburg by tomorrow morning. we could have a little sleet mixing in here, even though it's generally going to be rain for d.c. and points south and east. by noon we have lighter rains here but off to our south and east, the heavy rains with the actual area of low pressure now coming up the coast. some snow possible on the back side of this. saturday night into sunday morning with the snow showers. then the heavy, heavy snows affecting parts of new england. one to two feet. i think that's easy. i think three, maybe four isolated in a couple of spots. this thing could be crippling from new york through new england. looking at the forecast, 40 today. cloudy and cold. rain develops tonight. a little wintry mix but generally the bigger problem is going to be well north and west of d.c. tomorrow mid 40s with the rain at times. more east, less west. by friday night and saturday, windy and colder. some of the winds friday night could gust to 45 miles an hour with the snow showers. and then the weekend looks drier. still windy and cold saturday. nicer sunday and a little wet

on monday. it is thursday, petline thursday. you have not one but two cocker spaniels. >> they came together at the shelter. beauty, the black one, seems bonded to byron, the big one. >> they're sweet dogs. >> they're very sweet dogs. the groomer yesterday at perfect grooming in falls church said that they are like peanut butter and jelly. when he was being groomed, she was whining because she wanted to be with him so we're trying to place them together. >> how old are they? >> they're 6 to 7 years of age. there was some medical things we took care of when they came in but they appear to be in good health now. beauty is -- she's got dry eye but she just gets drops for it every day. it's easy to do. she lets me do it. they're pretty good on walks though he is a bit of a brute. he pulls me so we're working on

on tuesday, some of washington's top chefs, 40 this all, are going to be cooking up a storm for a fabulous, fabulous fund-raiser. it is the annual st. jude gourmet gala. it's being held at the national building museum. and i have one of the top chefs with me, vidalia, of course one of the top restaurants in washington. chef jeffrey and today he is preparing champagne oyster stew. doesn't get much better than that. welcome. >> thank you very much. a pleasure to be here. today we're going to do a special dish. it's kind of between st. jude's, mardi gras and valentine's day. this is a simple dish. we're featuring chesapeake gold oysters from hoopers island in the middle bay. this is a great project to support. the oysters are coming back in the bay and they're doing a lot to help filter the bay. we're going to make a simple oyster stew by taking a little

bit of butter. we're going to melt the butter and saute some leeks. >> this hospital is in memphis, tennessee. it helps kids from all over the world. the fabulous thing about it is that they don't charge anyone. everything is free. families come. they stay. the kids, the patients don't pay for anything. and they share all their research with doctors all over the world and of course they're handling patients, kids that have cancer and other catastrophic diseases. >> they absolutely don't give up. it's one of the organizations that we work with. we do a lot of charitable organizations and it's the one you can't say no to. it's really a heartfelt idea. one of our employees is from memphis. her family does a lot of volunteer work there. so when spt jude's -- st. jude's asks, there's only one answer. the answer is yes. we have the onion, the leeks and we have some country ham that we're going to add to
